Blurred Background

This effect looks really cool I think!

Step 1: First you have to find a picture. I will use this one:


Step 2: Now dublicate the layer with your image. Just right click on it and select Dublicate Layer.

Step 3: Go to Filter >> Blur >> Radial Blur. A new window will appear, here you can match your settings to mine:


Step 4: Select the eraser tool, which looks like this: . Use it just a little over the face and on the places you want and you're done. Here's my result:
