Textures looks great on layouts. You can also use them on icons. I'll try to explain as good as I can, how to put textures on your layouts in Paint Shop Pro.
Step 1: The first thing you have to do, is to make a layout or find the picture you want to use. I'll be using this one:


Step 2: Now you have to find a texture you want to use.


Step 3: When both pictures is opened in Paint Shop Pro, Right click on the texture with the Pan tool and choose copy, then right click on your picture and choose paste >> paste as a new layer.

Step 4: As you probably can see, the texture is maby a little bit smaller or bigger than your layout. To change this, choose the raster deform tool, which looks like this: . Now you can drag the texture out or in so it covers the layout.

Step 5: Go to layers on the right side. Choose the layer with your texture. Make the opacity much lower, around 30%. Just choose something that looks nice. Here's how the settings should look:


Step 6: Now you're actually finished. Here's my result:
