Scanline is a very cool effects which you can apply to your layouts etc. It is very easy to do, just follow the instructions under:

Step 1: Open the picture or layout you want to put scanlines on in Paint Shop Pro. Here's my picture:


Step 2: Then go to the tool line in the top and choose Effects >> Texture Effects >> Blinds.

Step 3: A new window will appear, here you can change the settings and see want looks good. Here's how my settings looks like:


Step 4: Then just click ok and your picture/layout is finished. Here's how mine turned out:
