Here's a tutorial on how to make a cool pixel effect. It's not hard when you know how it works. Just follow the instructions under.

Step 1: Start by opening the picture you want to use in Paint Shop Pro. Dublicate the base by clicking Layers >> Dublicate.


Step 2: Then go to Effects >> Distortion Effects >> Pixelate.

Step 3: A new window will apear and here you should change your settings so they look like mine, when you've done that, click 'ok':


Step 4: Go to Adjust >> Sharpness >> Sharpen. Do this twice.

Step 5: Go to Layers >> Properties change the blend mode to hard light at 60% opacity. Here's how yout layer palette should look like now:


Step 6: Then you're done! Here's how my picture turned out:
