Outlined picture is a picture with a line around the edge of the person. You can decide the thickness and colors yourself, and it looks really nice as a layout. It is also possible to use this tutorial around text.
Step 1: To begin with, find a picture you like and open it in Paint Shop Pro. It is best if you use a PNG. Go to this page for PNG's.

Step 2: Now use the Magic Wand Tool, click on the background of the picture, so it get marked. Go to Selections >> Invert.

Step 3: Now only the person will be marked. Go to Selections >> Modify >> Expand. A new window will appear. Here you have to select the size of the outline. I've chosen to use 5px. You can choose something that fits your picture better.

Step 4: Make a new raster layer. You can do this by clicking Layers >> new raster layer. Drag the new layer underneath the other one. Your layer palette should look like this:

Step 5: Your image should still be marked. Use the Flood Fill Tool to add a color to your outlining. I've chosen to use a blue color.

Step 6: Click Selections >> Select none. Add some text and maybe some brushes and you're finished. Here's my result:
