Color overlay, is when you, take a colour and let it be a transparent layer over your layout. The layout will then get a cool effect, with a hint of the color you have choosen.
Step 1: First, make your layout, or just choose a picture you like and open it in Paint Shop Pro. Here's my picture:

Step 2: Then make a new layer, you can do this by clicking Layers >> New Raster Layer... on the toolbar on the top of the page. If you don't do this, it woun't work.

Step 3: When the new layer is done, use the Paint Brush Tool, which looks like this: , to color the new layer in some colors you like. Here's how mine looks:

Step 4: Then go to Adjust >> Blur >> Gaussian Blur.

Step 5: A new window will appear and here you have to change the Radius to 40. This step makes the colors blend more together.

Step 7: The only thing that's left to do now, is to change the Opacity of the layer. Make it more transparent. I have chosen to make it 50%, but you could choose something that looks nice. Here's how my settings looks:

Step 8: Now you could be done, here's how my picture turned out, I haven't put on anything else, but if you want to make it better, just add some brushes and maybe some text and it will look even better.
