Making an icon in Paint can esilly be done, you just have to know all the tricks! Here's one way you can make an icon in Paint:

Step 1: Firstly, open your MS Paint program and find a picture you want to make an icon of. I've chosen to use this photo.

Step 2: When you open it in Paint it is to big, click Image >> Stretch/displace. Change places that says 100% to 20% in both rows. Here's the size of my picture now:

Step 3: Imagine that only the part all the way up in the right corner is the icon, so you have to use the Selection tool, which looks like this: , to cut out the picture and drag it more into the corner so you get the part you want to have in the icon. If you didn't understand here's how my picture looks like now (can you see the difference from abow?):

Step 4: Click Image >> Attributes and change the size to 100x100, which is the size of an icon. Here's how mine looks now:

Step 5: Zoom in on the icon and use the Pencil tool to paint a black border around the edges.

Step 6: If you want you can just be finished with your icon now, but it will look much better if you add some decoration or some text maybe. Here's my finished icon:
